About the Job: 

The role is for an experienced payroll and benefits specialist able to add value in a busy and pressurised environment. The role is part-time and will require the successful candidate to work Monday to Friday at reduced hours (20 hours working week). 

What you will be doing: 

- Day-to-day relationship with the outsourced payroll and flexible benefits provider and Ofcom HR team to ensure the payroll process flows in a timely and accurate manner.
- Ensure that all payroll changes processed in the month are signed off appropriately, processed accurately by the payroll and outsourced flexible benefits provider and all necessary reporting is prepared for payment sign off in accordance with the monthly timetable.
- Monitor the performance and maintain the monthly management information pack of the payroll and outsourced flexible benefits provider against service level agreements (SLAs).
- Assist colleagues with their pay related queries.
- Ensure a monthly reconciliation of benefits is completed, investigating and resolving differences.
- Liaise with the Finance team, outsourced payroll provider and outsourced flexible benefit provider, benefit suppliers and benefit advisors to ensure all invoices are reconciled and action taken regarding any discrepancies.
- Prepare timely and accurate reconciliation and payment documentation for pension contributions.
- Assist with the preparation of the annual pensions data, the provision of audit data and completion of all other returns as necessary.
- Ensure accurate and timely completion of monthly balance sheet reconciliations on all benefit and payroll related accounts & preparation of appropriate journals, resolving all queries.
- Assist with all year-end processes and procedures to ensure statutory deadlines are adhered to, and end of year returns are accurate and timely (P35, P60, PSA etc.). 
- Accurate and timely preparation of data for inclusion in the Annual Accounts.
- Liaise with and provide input into internal and external audit.
- Responsible for ensuring accurate and timely minutes for all benefit and payroll meetings.

Essential Skills / Experience: 

- Good understanding of flexible benefits packages, salary sacrifice and various pension schemes
- Thorough knowledge of payroll processes, controls and technically up to date
- Excellent reconciliation, analytical and numeracy skills to support month end balance sheet work
- Experience of computerised payroll systems, benefits and pensions administration
- Excellent communication skills with ability to write and present information in a clear and logical format
- Excellent organisational skills and able to deal with changing and conflicting priorities
- Must be customer focused, calm under pressure with a flexible attitude to working requirements
- Ability to build and maintain relationships
- Good knowledge and skills in use of MS Word, Excel, (to include pivot tables and V-Lookup), and Payroll, Benefits & HR systems
- Essential to be able to perform manual calculations for pay and benefits
- Up to date knowledge of UK tax, social security, benefits and pensions legislation
